Iraq: Education Technical Advisor

Purpose of the Job

WCUK is recruiting an Education Technical Advisor to bring technical expertise and input to its current and planned programmes in Iraq. Currently, WCUK is running an informal education project in Ninewa Governorate in Iraq, and over the coming months the programme will significantly expand its education programming in other locations.

The Education Technical Advisor will support the development and delivery of War Child UK’s education programme, provide strategic input in clusters and design education projects relevant to the context in KRI and Iraq in general. This will include Education in Emergencies but not limited to it. Leading WCUK’s engagement with the Ministry of Education at different levels and the relevant coordination forums, the Advisor will position War Child UK in Iraq to be seen as a strategic partner in improving access and quality of education for children in Iraq. The Advisor will split their time between the various educational programmes in Iraq, ensuring high quality technical input at all stages of the programme cycle.

Key Roles and Responsibilities

Technical input, content development and training (50%)

· Identify needs and provide technical assistance and training to Project Officers, field staff and partners in the preparation, roll-out and implementation of education-focused programmes.

· Work with Ministry of Education and other technical partners involved in the education programme.

· Review, revise and update existing Learning Support materials ahead of future implementation.

· Provide on-going technical advice to all Education programmatic technical staff and local partners when required.

· Ensure proactive technical coordination and collaboration among implementing partners;

· Train project and partner staff on education methodologies, best practices and relevant standards related to education programme delivery.

· Oversee the quality of the programme activities, through technical support extended to service delivery.

Result: War Child UK education programmes in Iraq are of high quality and implemented by competent and well trained staff.

External representation and liaison (25%)

· Ensure technical buy-in and support from all stakeholders including the Ministry of Education at different levels in collaboration with WCUK Iraq, WCUK teams in London, WCH global teams and EIE network.

  • Engage in technical discussions with MOE in Iraq and ensure continual Ministry buy-in to War Child UK programmes.

· Ensure effective collaboration with the DNGO office, which oversees all NGO implemented programmes in Iraq, including inputting technical details into reports and information requested.

· Identify important education focused findings and results and share these widely on a regular basis.

· Represent the organisation in relevant (inter)national events, networks and sector groups related to education.

· Regularly attend the Education Cluster meetings and other sub-groups meetings to ensure close coordination with other (I)NGOs and actors. Present key programmes and findings in the relevant forums on a periodic basis.

Results: Various stakeholders and partners are actively and positively engaged with the projects and programme and contribute to deliver the best results possible;

Monitoring, Reporting and Learning (15%)

  • Work closely with the national Monitoring & Evaluation (M&E) team to ensure coherence between M&E approaches to successfully monitor educational outcomes, outputs and overall impact.
  • Advise and assist Project Officers and PMs on matters related to partner compliance in technical programming.
  • Prepare and review narrative reports for education technical content and education programmes.
  • Collaborate with War Child UK's London-based global Child Protection, Education-in-Emergencies and MEAL Advisors and Officers to ensure coherence of technical quality and adherence to international standards.
  • Support beneficiary accountability through complaints and feedback mechanisms
  • Develop ToR and conduct education programme evaluation.
  • Support learning from assessments and evaluations by developing learning papers through and sharing lessons learned and best practices from programmatic interventions to improve quality,
  • Increase awareness and support replication, sustainability, and expansion of project successes.

Result:Findings and (sub) results of the Programme are shared and used for learning purposes both in War Child as well as in the educational sector.

Programme Development and Continual Improvement(10%)

· As required, identify and lead the technical design of new programme opportunities in close collaboration with the Programme Managers and relevant support staff in HQ.

· Work closely with relevant colleagues in the programme development process including consultation with stakeholders and conducting needs assessment.

· Design and develop quality project proposals and concept notes at short notice

Result: Timely and appropriate funding sources are secured to cover longer term upscaling ambitions of education programmes in Iraq.

Personal Specification – Essential Criteria

Experience:

· University degree in disciplines relevant to the following areas: Education, Education in Emergencies, Social Sciences, or a field(s) relevant to international development assistance.

  • Several years of technical experience implementing or advising on Emergencies in Education and basic education projects in contexts similar to Iraq or Middle East.
  • Previous employment or extensive collaboration with the Iraqi Ministry of Education, national education partners and networks is an added advantage.
  • Demonstrated teaching and training design and delivery experience required, based on INEE and other international standards.

· Expertise in areas such as Ed-tech/e-learning, teacher training, curriculum and/or educational materials development, educational management, and educational monitoring and information systems; technical knowledge in PSS/life skills is an asset.

· Excellent command of spoken and written English.

· Basic knowledge of Arabic / Kurdish language will be an added value.

· If the minimum requirements are not fully met, the Human Resources may substitute part of the unmet requirements with a combination of relevant academic qualification, additional professional training and/or progressive relevant work experience. Note: Work experience alone or formal qualifications with no relevant work experience are not considered sufficient for an equivalency determination.

Conditions of Service

Working Hours: Full Time (37.5 hours per week)

Probation: 3 months

Travel: Within Iraq as required, occasional visits to the region and UK

Salary: Grade 5 (£31,158 to £35,020), negotiable/based on relevant experience. Plus, in-country allowance of 40 USD (Per Diem/Daily living allowance) when in country of post).

Democratic Republic of the Congo: Programme Manager - DRC

Overview:

War Child UK (WCUK) works with children who, as a result of conflict, live with a combination of poverty, exclusion and insecurity. These children might include displaced children, street children, child headed households, children associated with armed groups, survivors of SGBV under the age of 18 and children who have been put in prison. Our mission is to support and strengthen the protective environment around all the children we serve. We look forward to a world in which the lives of children are no longer torn apart by war. This is a vision that can only be realised through the collective actions of children themselves, communities and their leaders, other NGOs, governments and key decision makers.

The Programme Manager coordinates projects funded by multiple donors in Kinshasa*.*The projects include legal and judiciary assistance to SGBV survivors, reintegration of girl street children, management of an EU grant for children in conflict with the law (which includes a child protection toll free help line), a child rights programme (also funded by the EU), to build capacity and provide support to community child protection networks and local service providers in child protection.

This role is a senior position and will provide critical support to the Country Director (CD) in new programme development and extending WCUK’s work in other areas of the country. The Programme Manager will be line managed by the DRC Country Director (CD), based in Kinshasa. The CD will provide direction on all issues related to programming, reporting, and monitoring and evaluation support.

Responsibilities in administration/finance/security/communication are added, as the Program Management is the only senior position in Goma. (See 2.7)

A) Job Specification: Task and responsibilites:

Responsible to: Country Director, based in Kinshasa.

Line Management Responsibility: Kinshasa EU Project Coordinator, Goma EU project coordinator, Goma ABA/FSR Project Coordinator

A.1. Project Coordination

· Participate to the definition of the country programme strategy, and to the related operational plans.

· Assist the Country Director in the definition if a comprehensive organisational partnership strategy

· Ensure that each project has a specific advocacy and exit strategy from project design onwards, and that these are implemented throughout each project.

· Ensure the overall oversight of all War Child UK’s programme activities in the DRC

· Ensure that each activity involving the participation of children is preceeded by a complete risk analysis included in the related terms of references or attached to them.

· Lead the selection of relevant new local partners by identifying qualitative selection criterias, due diligence processes and establishing selection committees the include both programme and support staff.

· Validate project work plans prepared, updated and implemented on a monthly basis by Project Coordinators with input from partner and members of team.

· Follow-up on and validate regular reports on project implementations, follow-up of indicators, budgets and expenditures prepared by Project Coordinators. Assist project teams in defining corrective measures where necessary.

· Work with CD to oversee management of grants including the timely implementation of planned activities and appropriate expenditure of funds.

· Ensure the timeliness and quality of donor narrative and financial reports, as per donor reporting guidelines and War Child’s reporting standards.

· Identify funding gaps for programme acvities and assist CD in planning resource analysis to ensure that funds are found to address those gaps in annual planning.

· Take a planning and leading role on programme related advocacy initiatives.

· Mobilise support of government, NGO, and community stakeholders.

· In collaboration with Project Coordinators, facilitate visits to the project site by donor representatives and auditors.

· Assist CD in identifying and approaching in-country donors for matched funding for projects.

A.2. HR management

· Supervise project coordinators based in the Kinshasa and Goma offices in compliance with the local staff policy

· Ensure overseeing responsibilities for all Programme staff of the War Child UK DRC mission, including compliance with the local staff policy.

· Participate to the recruitment of competent and professional candidates fulfilling the specific requirements to each programme position following a competitive selection process, in compliance with War Child UK’s HR manual.

· Ensure that every Programme staff have up to date job descriptions, performance objectives and performance review processes. Directly supervise the performance objective setting and review of project coordinators.

· Ensure that each Programme staff has read and accepted War Child UK’s Child Protection policy, and that this policy is strictly applied by all throughout project implementation.

A.3. Capacity Building and Training

· Assist Project Coordinators in Identifying needs and designing capacity building plans for partners in key areas including financial management, donor compliance, child protection, monitoring and evaluation; this in compliance with the mission’s partnership strategy.

· Deliver training and where appropriate enlist external expertise.

· Comply fully and ensure partner compliance with War Child’s Child Protection Policy.

A.4. Monitoring and Evaluation

· In collaboration with M&E Officers, ensure that each project has an up to date, qualitative and effective MEAL plan in accordance with project logframes and indicators.

· Ensure that the database with beneficiary numbers is maintained by project staff and MEAL Officers.

· Facilitate internal and external evaluations of the project, using these as opportunities to elicit and document achievements, challenges, learning and opportunities.

· Collaborate with the M&E officers to set up improved accountability and learning systems at the DRC mission level in accordance with our 2016-2018 country strategy’s internal objective.

A.5. Compliance

· Ensure compliance with donor Rules and Regulations in all areas including financial management, records keeping, procurement

· Comply fully with WCUKs finance, security and child protection policies and procedures, managed by the Country Director.

· Ensure that receipts and supporting documents are provided to the Kinshasa based Finance and Operations Manager and Finance Officer in line with donor requirements.

· Liaise with the Country Director and London based Programme Development and Grants Coordinator to resolve any budgeting issues.

· Ensure partner compliance with all of the above.

A.6. Programme Development

· Provide Country Director with technical assistance in writing new project initiatives and proposals

· Collaborate with Finance and Operations Manager on finances and budget tracking

· Participate in field assessments and donor liaison as appropriate

A.7. Administration/Finances/Security/Communication

· Ensure that project implementations comply with War Child UK’s global finances manual

· Responsible for ensuring that projects are implemented by War Child and partner staff in full compliance with WCUK’s security policy and procedures. Security is non-negotiable and overrides programme considerations

· Report and record incidents for the Country Director

· Represent on request of Country Director, the organisation to key donors, government officials, diplomats, multilateral organisations, journalists, visiting dignitaries and in external network meetings.

· Knowledge and experience of programme and project management in complex multi-stakeholder programmes.

Working with: The Integration Manager will work with multiple contacts across both organisations. This will include consultation and collaboration with individuals in every team, as well as inter and intra team task groups that are convened to progress aspects of the transition plan.

1. Overview:

War Child was established more than twenty years ago to fight for the rights of children affected by armed conflict. We are a specialist agency focussing on child protection, psycho-social support, education and family support in acute and protracted crises. Our operations range from psycho-social support to traumatised children in Syria and Iraq, to education for displaced and refugee children in Jordan and South Sudan, to youth justice in Afghanistan and DRC. We have developed our programmes, and our vision, with a strong focus on innovation in response, creativity in fundraising and communications, and a commitment to evidence based solutions and advocacy.

War Child Holland and War Child UK are separate organisations, but have committed to a future of closer collaboration. In an age of escalating conflict and its unprecedented impact on children around the world we believe that an approach which shares resources and expertise will result in better outcomes for the children we work with and allow us to operate at greater scale. This vision is in line with sector trends as NGO families combine their operations for reasons of efficiency, quality and brand consistency.

War Child UK and War Child Holland have agreed a road map that will result in the programme operations of the two organisations being combined under a single line management. There are clear milestones on the way to this destination which will see us develop common standards and policies, establish the mechanisms for sharing resources and technical expertise, developing global branding strategy, and build the systems and governance structures that will manage the merged programme operations. By 2019 we expect to establish an independent entity that will manage programmes for War Child in the region of Euro 50 million per year across 14 of the world’s most conflict affected countries. This role will help us to realise our ambitious vision of a common programmes platform delivering programmes on behalf of an increasing number of War Chid members, under the umbrella of War Child Global.

2. Purpose of Post:

We are seeking a world class manager with the vision and experience to lead War Child Holland and UK on our journey to combined programme operations and the establishment of War Child Global. With the emphasis on integration and collaboration we are defining this role as our Integration Manager. You will have substantial experience of change processes within the INGO sector and be able to drive the transformation at both the strategic and detailed operational level. The role of the Integration Manager involves a high degree of consultation, and the ability to bring a large number of dispersed and diverse colleagues along with the process, so skills in participation, transparency and communication are paramount. It’s a complex and many layered process, so you will need to be able to progress multiple projects and priorities, chart progress against the agreed milestones, and help War Child to judge when we are ready to move on through the various phases of journey. Your success will unlock enormous potential to bring much needed support for children affected by armed conflict.

You will manage the Change Communication Officer, currently envisaged as a 50% role.

Reporting to the two CEOs, the role will require broadly equal amounts of time to be spent in our London and Amsterdam offices, as well as continual consultation with the country teams, and occasional travel to country programmes. You will build the architecture that will transform the organisation: establishing the shared theory of change and standards that will underpin our programmes; designing the planning and reporting systems that will allow the rationale and transparent sharing of resources; developing global branding strategy; ensuring that we have strong finance, HR and grant management systems behind the shared programme delivery; building the governance and organisational structures for the new entity.

Our Integration Manager will be central to the transformation of the organisation. The role presents a unique opportunity for the right candidate to achieve lasting and sustainable change in an institution that is open to doing things differently and to learning lessons from the experience of “family consolidation” elsewhere in the development and humanitarian sector.

3.Job Specification

Over a two-year period, the Integration Manager will lead War Child through three change phases. These phases have been described as the stage camps on a mountain climb. At the end of each phase we need to check that we have achieved the objectives and passed the agreed milestones, and agree together to progress on to the next stage. These need to be presented to the boards of both organisations.

Phase One: Initiation

During Phase One the Integration Manager will be responsible for ensuring that we progress the development of shared standards and ways of working. This will be done through the convening of a virtual “collaboration hub” which will bring together colleagues from across the organisation to establish these common approaches, including:

· A shared Theory of Change

· Common planning and reporting processes, including the way in which we present reach and results and invest unrestricted funding in our country programmes

· Shared operational standards, including a common approach to security management

· Shared technical standards for our core interventions

· A common framework for Research and Development, and for Knowledge Management

· A global branding strategy

· A joined-up approach to Global Advocacy

· A strategy for IT convergence

Phase Two: Integrating Systems

During Phase Two the Integration Manager will be responsible for ensuring that the systems that will underpin the shared programmes platform are established. These will include HR and Finance systems, as well as a shared IT system. Crucial during this phase will be the development of a grants management system that will meet the requirements of both the members and the programmes delivery platform. The Integration Manager will also ensure that we have a coherent approach to brand management throughout the change process and as we establish the new entity. And crucial during this phase will be the development of a common MEAL system that ensures a consistent approach to data management, project monitoring and accountability.

During this phase the Integration Manager will also ensure that we develop a set of policies that will back up the systems that are developed for the new organisations.

The Integration Manager will work with the part time Strategy Manager to ensure the development of a Global Strategy for War Child Global.

Phase Three: Shared Programme

During this final phase, we establish and launch the independent entity of the shared programme platform. The Integration Manager will ensure that the structure of the new entity is fit for purpose, and that it relates effectively to the functions and systems of the members. S/he will oversee the process by which positions within the existing War Child members are mapped and migrated over the War Child Global structure. The smooth transition of contracts and of award (grant) management is a crucial responsibility during this phase.

The Integration Manager will ensure that the legal and compliance requirements of the new entity are in place, and this includes the legal status and registration of the War Child country offices as they migrate to the management of War Child Global.

This phase will also establish the working and communications protocols that will ensure the effective functioning of the virtual management model on which the shared programmes platform will be based

4.Person Specification

We are recruiting an experienced change manager who can demonstrate previous experience of leading change processes, preferably within the INGO sector. Essential requirements for the role are:

· Strong project management skills, with the ability to design, lead and deliver results across multiple simultaneous project strands.

· The experience and ability to move between process management, change management, tactical and operational issues.

· Excellent writing and presentation skills

· Capacity to design and implement consultation processes which add to the quality of decisions and build the confidence of participants in the outcomes.

· Communication skills which clearly and transparently ensure that all stakeholders have the information they need to feel engaged in the process.

· Good skills in budgeting and longer range financial planning

· Good meeting facilitation skills

Purpose of Post

The Challenge and Community Executive will be expected to support the Individual Giving and Events team reach their income targets.

This is a relationship manager role for an ambitious, proactive and dedicated candidate with proven experience in challenge event and community fundraising. The role requires excellent project/event management and volunteer management. The candidate should have a proven ability to build strong and loyal relationships and to lead and inspire fundraisers.

1.Contexte

La problématique des enfants soldats est particulièrement importante en RDC pour plusieurs raisons.

Historiquement, le régime de Joseph Mobutu a été déchu et remplacé en 1997 par Laurent Désiré Kabila et son Alliance des Forces Démocratiques pour la Libération du Congo (AFDL), qui recourait intensivement et ouvertement aux enfants soldats, appelés « kadogos ». Cette présence importante d’enfants dans les forces et groupes armés de la RDC a continuée pendant la guerre de 1198 ou certains groupes armés avaient jusqu’à 40% d’enfants dans leurs troupes ; en 2000, les Nations-Unies estimaient ainsi que plus de 80,000 enfants soldats étaient actifs en RDC –soit plus d’un quart des 300,000 enfants à travers le monde, et que près de 15% des rangs FARDC étaient composés de mineurs.

Après la signature de l’accord de paix de Sun City, un mouvement d’intégration d’anciens rebelles dans les FARDC a commencé, avec pour but de remettre ces chefs de guerre dans le circuit et la chaine de commandement officielle de l’armée, et apporter les bases d’une stabilité durable. Ceci, parfois au détriment de la lutte contre l’impunité, notamment de chefs rebelles accusés d’avoir recruté des enfants soldats sans que cela n’ait d’incidence sur leur processus d’intégration au sein des FARDC.

Si ce processus politique d’intégration ne tenait pas compte des éventuelles responsabilités en matière de recrutement, la problématique des enfants soldats a rapidement été abordée sous l’angle de la réintégration, avec des travaux de définition de standards de désarmement, démobilisation et réintégration (DDR) lancés par l’Inter Agency Working Group (IAWG) entre 2004 et 2006[1]. Ces activités de DDR, menées dès 2004 par la Commission Nationale de Désarmement, Démobilisation et Réinsertion (CONADER), furent progressivement reprises par UNICEF dès 2007. Cet angle de la réintégration ne tenait cependant que peu compte de l’aspect prévention des recrutements.

En 2012, le gouvernement congolais a signé avec la MONUSCO et UNICEF un plan d’action pour lutter contre les recrutements d’enfants dans les forces armées. Ce plan prévoit, entre autres, une procédure de « screening » au moment de l’enregistrement de nouvelles recrues dans la base de données FARDC et de la prise de leurs empreintes biométriques. Ce plan d’action a permis de considérablement réduire la prévalence d’enfants au sein des FARDC, puisqu’aucun nouveau recrutement n’a été enregistré en 2015.

Cependant, les groupes armés encore actifs à l’Est, tels que les FDLR, Raias Mutombokis et Nyatura, continuent à avoir recours aux enfants dans des fonctions combattantes et non combattantes de manière massive. Le manque d’actions de prévention menées au niveau des communautés ne permet donc pas de réduire la prévalence des recrutements, tandis que des montants importants sont en parallèle investis dans le DDR, donnant l’impression d’un circuit clos s’autoalimentant.

Le procès historique de Thomas Lubanga devant la Cour Pénale Internationale, en faisant le premier individu à être condamné par une juridiction internationale pour le crime de recrutement d’enfants, est un symbole isolé dans un océan d’impunité qui ne saurait en l’état jouer un réel rôle déterrent.

Il faut enfin noter que les programmes DDR mis en œuvre par UNICEF ont eu un impact limité sur la vie des anciens combattants, et ne sont pas toujours parvenus à leur offrir des perspectives durables[2] dans la société civile leur permettant de définitivement tourner la page des groupes armés.

Ces éléments, ainsi que le caractère rebelle, et donc en marge des lois et règlements nationaux, des groupes armés encore responsables de recrutement, exposent les limites de l’approche réactive basée sur l’assistance à la réintégration des anciens enfants soldats après identification par screening adoptée actuellement. Ils renforcent en même temps la nécessité d’aborder la question des recrutements sous l’angle sous-exploité de la prévention.

2.Objectifs et portée

War Child UK et War Child Holland travaillent en étroite collaboration avec les communautés locales du Nord et du Sud Kivu, deux provinces particulièrement touchés par la problématique des recrutements d’enfants. Pour tenir compte des défis posés par ces recrutements par les groupes armés rebelles, ces organisations souhaitent œuvrer dans la prévention communautaire et sociale, en réduisant les causes poussant les enfants dans les bras des recruteurs ou retenant les enfants permettant d’élaborer une stratégie de prévention.

La question primaire de la recherche est la suivante :

Existent – il chez l’enfant et dans son environnement social, des facteurs qui poussent les enfants et adolescents à joindre volontairement des groupes armées ou des facteurs qui les retiennent de les joindre et qui sont susceptible à être influencé à travers des campagnes de sensibilisation ciblées, un appui ciblé de protection, psycho-social où par toute autre action permettant la prévention communautaire efficace de leur recrutement.

Autre possibilité de formulation plus large : quelles sont les principales causes de recrutement volontaire chez les enfants et jeunes des communautés rurales ? Lesquelles de ces causes ont été les deux (ou trois) plus déterminantes dans la prise de décision des enfants ?

Les enfants qui ont été recrutés de force par les groupes armés ne sont pas ciblé par cet enquête. Néanmoins une comparaison entre ces deux groupes d’enfants permettra d’identifier l’impact des facteurs spécifiques qui influencent la participation spontanées des enfants aux groupes armées.

L’étude pourra également clarifier l’ampleur de la participation volontaire par rapport au recrutement forcé.

Dans la littérature déjà reçu par le siège, j’ai pu comprendre que la distinction entre recrutement forcé et volontaire est parfois plus une question d’interprétation du contexte. Selon certains textes le recrutement volontaire n’est qu’illusion.

Il me semble important ainsi dans cet étude, d’avoir une réponse là-dessus, pour ne pas rester avec comme conclusion que le recrutement volontaire n’existe pas. Puis, j’en suis sûr, qu’il y aura des déterminants à isoler qui se clarifie lorsqu’on isole le variable pour certains aspects lié au recrutement forcé. Mais, à vrai dire, ceci est plus une matière à trancher par un expert expérimenté.

3.Méthodologie

Les candidats à la consultance devront préciser la méthodologie utilisée pour l’étude dans leur soumission de proposition.

Néanmoins les standards minimales et étapes suivantes sont proposés :

a.Revue documentaire

La personne sélectionnée pour la consultance devra commencer par une recherche des sources d’information existantes et accessibles, afin de s’y référer dans l’étude et d’éviter toute duplication dans le travail. Seront en particulier consultées les données disponibles auprès d’UNICEF, de la MONUSCO et d’organisations non gouvernementales (nationales et internationales) travaillant dans la réinsertion des enfants sortis des groupes armés.

b.Formulation des hypothèses à tester

Après l’opérationnalisation de la question primaire, et sur base de la revue documentaire, le soumissionnaire élabore des hypothèses qui devraient être testé par l’enquête mené sur le terrain.

c.Elaborer les questions permettant de tester les hypothèses :

Les questions doivent déterminer les facteurs qui poussent et retiennent l’enfant et l’adolescent à joindre de manière volontaire les groupes armés. Les questions doivent se baser sur une approche holistique partant de l’histoire vécue par l’’enfant et l’adolescent dans un environnement marqué par le conflit. Les questions doivent s’adresser et être adaptées à d’anciens combattants, tout comme à des enfants à risque de recrutement qui sont toujours au sein de leurs communautés.

Les questions pourraient être :

· Questions liés au mode de recrutement et initiatives des groupes armées

· Questions liés à la motivation et antécédents de l’enfant ou l’adolescent à joindre les groupes armés

· Questions liés à l’influence de la situation familiale et des parents

· Questions liés à l’influence de la communauté

· Questions liés à l’influences des autorités étatiques à joindre des groupes armés

· Questions liés au contexte d’insécurité dans l’environnement dans laquelle les enfants et adolescents ont grandi.

d.Déterminer la modalité de collecte de données

· Quelles questions seront répondues par une analyse statistiques et quelles questions seront répondues par une analyse qualitative

· Etablir des tailles d’échantillonnage pour chaque groupe

i. Consolidation, analyse et rapportage des données dans un rapport d’étude détaillé comportant un aspect analytique et de recommandations important.

4.Compétences et expériences

Les candidats à cette consultance devront démontrer les compétences et expériences suivantes :

5.Produits attendus

Le consultant contracté devra fournir au minimum, à la fin de sa mission, les produits suivants:

  1. La banque de données en SPSS version électronique
  2. Rapport d’étude sur les causes communautaires et la prévention des recrutements d’enfants par les groupes armés dans les deux Kivus.

On effet, on doit appliquer une procédure d’achat de service. Je propose d’appliquer une procédure négociée avec publication. Ceci permet à une stade ultérieur de négocier pour autant que cela ne change pas l’essentiel du marché.

Ceci permet aux experts du siège de nos deux WCH à négocier la technicité de l’étude et de peaufiner les TOR après la réception des offres et d’entamer la négociation uniquement avec deux ou trois consultants qui ont introduits les offres les plus intéressants (prix qualité de méthodologie proposé).

  1. Des recommandations claires sur l’approche à suivre pour réduire les recrutements d’enfants en travaillant au niveau communautaire sur le plan programmatique et de plaidoyer..
  2. Un document de maximum 4 pages résumant l’étude et ses résultats en Français
  3. Une présentation PowerPoint de maximum 15 slides permettant de présenter l’étude aux parties prenantes.

Le montant proposé par les candidats doit tenir compte de l’ensemble des coûts liés à la consultance, visas et transport international inclus. Ce montant fera l’objet de négociations en fonction des coûts pouvant être directement pris en charge par l’ONG (hors frais de consultance) qui en seront retirés, avant signature du contrat. Les frais de transport et logement local est à la charge de War Child.

7.Dossier de dépôt de l’offre et procédure

Le consultant est lié à un contrat de résultat. Tous les frais liés à cette consultance doivent être inclus dans la proposition technique et financière du consultant. Selon leur disponibilité au moment de l’étude, l’ONG War Child pourra mettre un véhicule à la disposition du consultant pour ses enquêtes.

Proposer de fournir le transport et le logement local a l’avantage de ne pas perdre le temps dans l’interprétation des prix proposés par les consultants pour ces couts qui peuvent être dans les offres exorbitant ou même sous-estimés. Puis on pourra les imputer également sur certains budgets existants, diminuant ainsi le prix de la consultance. Sinon, on devrait demander un prix forfaitaire qu’on négociera (mais je le trouve une perte de temps et difficile à faire également avec tous les imprévus de la RDC sur le plan log).

Avant l’étude, la personne sélectionnée devra lire et signer le code de conduite de War Child portant sur la protection de l’enfant et les mécanismes de rapportage liés. Toute tierce personne recrutée par le consultant pour l’assister dans l’évaluation sera tenue de respecter le même code de conduite.

Pendant sa mission terrain, le consultant sélectionné sera accompagné en permanence par un agent WCUK ou WCH, chargé de l’assister dans ses démarches locales, et d’effectuer un contrôle qualité des données relevées et de la méthode utilisée à cette fin.

Purpose of Post

The Digital Communications Officer will sit in the Digital Communications team, as part of our expanding Advocacy & Communications department. You’ll be at the frontline of our online communications with supporters, fundraisers, campaigners and wider audiences.
We’re looking for someone who is passionate about digital communications; particularly social media channels. You’ll have a strong understanding of Facebook, Twitter, Instagram, YouTube, blogs, and emerging trends. You’ll also be comfortable and competent with website content management systems, analytical data, and online research.

The Digital Communications Officer will support the Head of Digital in delivering strategies to support our partnerships and entertainment strands – including our growing work with the gaming industry, our valuable corporate partnerships, our entertainment loyalty programme and our legendary music events.

You will also provide support, advice and insight regarding content and audiences to support these efforts.

Purpose of Post

An exciting opportunity has arisen for a Trust Fundraising Executive to join War Child's Fundraising team. The purpose of the role is to support the Trusts & Foundations Manager to cultivate and manage income generation from small to medium sized trusts and family foundations. 1.About Can’t Wait to Learn

Can’t Wait to Learn (CWtL) proposes new cost-effective solutions to the urgent challenges facing education for children in emergencies. By utilising innovative technological solutions with a focus on serious gaming, CWtL builds on concepts which have been successfully piloted in Sudan.

Can’t Wait to Learn has the potential to provide out-of-school children with access to education opportunities, especially in rural areas where no formal schools exist. The programme uses education technology as part of a model of education which is offering certified curriculum level content through applied gaming and personalised pupil engagement. The programme uses a range of innovative, results focused approaches: combining context specific applied gaming and community-based facilitation instead of waiting for formal schools to be built; a strong innovation management staged approach to growth with rigorous appropriate research; and focusing on getting the right partnerships in place.

2.Purpose of the job

War Child is developing content for a mathematics and literacy game targeted at out of school children in several countries in the Middle East and North Africa.

The illustrator will deliver illustrations for the literacy game stories and will report directly to the Can’t Wait to Learn Manager based in Amman. The Illustrator is expected to work closely with other team members.

3.Tasks and Responsibilities

  • As an artist you need experience with creating digital artwork used by programmers. These include separate files, assets for Unity and animations to be used in Unity 3D.

  • Demonstrate initiative and creative thinking to develop the illustrations for the stories of Can't Wait to Learn game in collaboration with other team members.

1.About Can’t Wait to Learn

Can’t Wait to Learn (CWtL) proposes new cost-effective solutions to the urgent challenges facing education for children in emergencies. By utilising innovative technological solutions with a focus on serious gaming, CWtL builds on concepts which have been successfully piloted in Sudan.

Can’t Wait to Learn has the potential to provide out-of-school children with access to education opportunities, especially in rural areas where no formal schools exist. The programme uses education technology as part of a model of education which is offering certified curriculum level content through applied gaming and personalised pupil engagement. The programme uses a range of innovative, results focused approaches: combining context specific applied gaming and community-based facilitation instead of waiting for formal schools to be built; a strong innovation management staged approach to growth with rigorous appropriate research; and focusing on getting the right partnerships in place.

2.Purpose of the consultancy

War Child is developing content for a mathematics and literacy game targeted at out of school children in several countries in the Middle East and North Africa.

The filmmaker candidate will produce around 317 short instructional videos to be integrated in the literacy and mathematics game for CWtL in Jordan. The videos will support children in learning concepts such as introducing sounds, names and forms of letters, or dual, masculine and feminine in Arabic, as well as Mathematical concepts.

3.Specification

  • The Consultant will be overseen by the Project Manager for CWTL

  • Film 8 videos a day (total of 317 videos).

  • Each video should be at least one minute long.

  • All videos need to be made in Arabic, but reporting and communication with the WCUK team in Jordan and WCH team in Amsterdam will be conducted in English.

  • The same setting can be used for all the films. The “instruction videos” are played by teachers and the “tips and tricks” videos by children.

  • Child actors will be commissioned as part of this ToR – for the tips and tricks, it can be the same child. They should speak recognizably Modern Standard Arabic (with a Jordanian accent), and be sufficiently familiar that they are welcoming to both Syrian and Jordanian children across the country. WCUK will need to give final approval for the actor before filming commences.

  • The quality should be in line with the videos to be watched on a laptop or computer monitor.

  • All final videos should be submitted to WCUK in Amman by 21 February 2017.

    Scenario example:

This is intended to show an example of the films from the math content: full literacy scripts, which must be adhered to, will be delivered following signature of the contract.

6.Copyright, patents and other proprietary rights:

Except as is otherwise expressly provided in writing, WCH shall be entitled to all intellectual property and other proprietary rights including, but not limited to, patents, copyrights, and trademarks, with regard to products, processes, inventions, ideas, knowhow, or documents and other materials which the Contractor has developed for WCH under the Contract and which bear a direct relation to or are produced or prepared or collected in consequence of, or during the course of, the performance of the Contract, and the Contractor acknowledges and agrees that such products, documents and other materials constitute works made for hire for the WCH.

To the extent that any such intellectual property or other proprietary rights consist of any intellectual property or other proprietary rights of the Contractor: (i) that pre-existed the performance by the Contractor of its obligations under the Contract, or (ii) that the Contractor may develop or acquire, or may have developed or acquired, independently of the performance of its obligations under the Contract, WCH does not and shall not claim any ownership interest thereto, and the Contractor grants to WCH a perpetual license to use such intellectual property or other proprietary right solely for the purposes of and in accordance with the requirements of the Contract.

Subject to the foregoing provisions, all maps, drawings, photographs, mosaics, plans, reports, estimates, recommendations, documents, and all other data compiled by or received by the Contractor under the Contract shall be the property of WCH, shall be made available for use or inspection by WCH at reasonable times and in reasonable places, shall be treated as confidential, and shall only be delivered to named WCH staff.

7.Child Safety:

This assignment will involve working with children. In this respect the bidding contractors need to be aware that:

  • Successful contractor’s references and background checks will be carried out in conformity with War Child UK’s Child Safeguarding Policy.**

  • Successful contractor will be required to sign a Child Safety Statement as a measure of their commitment to protect children, as well as to undertake Child Safeguarding training prior to beginning the consultancy (2 hours).

8.Required skills and experience:

  • Bachelor degree in communication, filmmaking or related areas.

  • At least 5 years of professional experience with a proven professional record in working in the field of filmmaking and communication; experience in working with child-focused organizations is an asset.

  • Fluency (written and spoken) in English and Arabic is required.

Background

War Child works with children who, as a result of conflict, live with a combination of poverty, exclusion and insecurity. These children might include street children, child headed households, children conscripted into armed groups, and children who have been put in prison. Our mission is to support and improve the care and protection of children and young people who live with a combination of insecurity, poverty and exclusion in some of the worse conflict-affected places. We look forward to a world in which the lives of children are no longer torn apart by war. In Jordan, War Child has been working to provide child protection, education and psychosocial support programmes for Syrian and Jordanian children and families since early 2013. We are present in Za’atari Camp, Mafraq, Zarqa and Amman, with a view to further expansion into other geographical areas, as well as thematic areas such as livelihoods.

The Role

War Child UK is now going through a period of exciting organisational change, with a scale up in its portfolio of programmes in Jordan. Accordingly, WCUK is hiring a Head of Programmes in order to drive forward this scale up phase and ensure the effective implementation of new and existing programmes, and to lead the development of additional programmes. The Head of Programmes will be responsible for ensuring good strategic leadership of programmes in Jordan, ensuring programme quality, managing key risks and supporting the programmes team to deliver their goals. It is a critical role requiring a seasoned, motivated and experienced individual with a desire for a new and exciting challenge in a small but rapidly growing organisation.

Key Roles and Responsibilities

Strategic Programme Leadership

  • Provide leadership in program strategy development in collaboration with Programme Funding Coordinator in the themes of Child protection, education and livelihoods, ensuring cross cutting themes (gender, disability and accountability) are integrated in programme engagements

  • Ensure fundraising efforts at the country level are coordinated and strategic

  • Ensure strategic presence of WCUK staff in key humanitarian and development forums and clusters. Represent the organisation in strategic forums.

  • Develop and foster partnerships with donors, UN agencies, INGOs and other key actors in Jordan and regionally if required

  • Work closely with Head of Finance and Operations in ensuring relevant, effective and efficient operations support systems to programmes are in place

  • Facilitate high level donor/ambassador visits to Jordan, ensuring they are planned in a way which maximises benefits and impact.

    Risk management

  • Work closely with the Finance team to ensure timely implementation of grants and monitor expenditure closely to reduce the risk of disallowable costs. Ensure sufficient cost recovery from donor grants

  • Maintain overview of internal and external programmatic audits and ensure any findings/ recommendations are acted upon

  • Act as the focal point for any issues and challenges with Ministries with Jordanian Ministries (MOSD, MOPIC, MOE) and when required to ensure timely approvals of new projects

  • Actively monitor, manage and respond to security risks and incidents as required, in collaboration with the Logistics and Security Manager.

Programme Quality and Standards

  • Ensure the programme team benefits from tools, training, minimum standards and wider best practices in child protection, education and livelihoods, in collaboration with technical advisors at HQ level.

  • Develop a clear approach towards programme quality and ensure a full spectrum of technical support is available for programme implementation

  • Lead the development of a greater focus on evidence based programming in Jordan, and work closely with the Research Advisor to support them in leading on research initiatives such as the evaluation of WCUK’s psychosocial support methodology.

  • Provide strategic leadership around any future investments needed in systems related to programme monitoring and learning

Team management and capacity building

  • Provide line management leadership to all Project Managers, ensuring they are well supported and guided to supervise the projects.

  • Performance-manage staff in line with organisational processes

  • Oversee work of a multi-location and multi-skilled team, ensuring quality outcomes and collaboration within the team to achieve programme strategy

  • Identify capacity gaps within the Programme team and work to support skills development amongst staff.

  • Manage HR/staffing issues and grievances amongst programme staff in collaboration with the HR Manager

  • Request and facilitate additional surge support capacity to Jordan from UK, in particular technical capacities as and when required

Policy and advocacy work

  • Working closely with team members in London to further develop WCUK’s focus on advocacy in Jordan, and to develop clear evidence based positions on key policy and advocacy issues related to the Syria crisis.

Person Specification – Essential Criteria

War Child’s strategic plan anticipates significant growth in the number of children we support and the funding we need to make that happen. The Programme Finance Adviser is essential to support that growth and to help War Child operate more efficiently. Budgeting and Financial Reporting

· Support to Programmes Directorate and overseas Country Directors and Finance Managers in the preparation and presentation of multi-currency budgets, forecasts and cash-flows.

The Individual Giving Manager is a new position in the Individual Giving, Challenge and Community Events team that sits within our award-winning Fundraising Department. We’re looking for an ambitious and proactive, experienced fundraiser who can help us deliver our bold plans and reach a target income of £1.1million towards our essential work.

We are investing heavily in donor acquisition this year to grow our pool of donors who provide sustainable and regular financial support towards our humanitarian work as well as taking action on behalf of the vulnerable children we work with in the hardest to reach, unstable and volatile places in the world. We are looking for an ambitious and experienced candidate to manage our acquisition budget of £300,000 as well as delivering high-quality day-to-day campaign management. 1.About Can’t Wait to Learn

Can’t Wait to Learn (CWtL) proposes new cost-effective solutions to the urgent challenges facing education for children in emergencies. By utilising innovative technological solutions with a focus on serious gaming, CWtL builds on concepts which have been successfully piloted in Sudan.

Can’t Wait to Learn has the potential to provide out-of-school children with access to education opportunities, especially in rural areas where no formal schools exist. The programme uses education technology as part of a model of education which is offering certified curriculum level content through applied gaming and personalised pupil engagement. The programme uses a range of innovative, results focused approaches: combining context specific applied gaming and community-based facilitation instead of waiting for formal schools to be built; a strong innovation management staged approach to growth with rigorous appropriate research; and focusing on getting the right partnerships in place.

2. Purpose of the consultancy

War Child is developing content for a mathematics and literacy game targeted at out of school children in several countries in the Middle East and North Africa.

The filmmaker candidate will produce around 317 short instructional videos to be integrated in the literacy and mathematics game for CWtL in Jordan. The videos will support children in learning concepts such as introducing sounds, names and forms of letters, or dual, masculine and feminine in Arabic, as well as Mathematical concepts. As the instructional videos will be produced for a Jordanian audience, there is a preference for Jordanian film makers.

3. Specification

· The Consultant will be overseen by the Project Manager for CWTL

· Film a total of 317 videos.

· Each video will be on average between one to two minutes long.

· All videos need to be made in Arabic, but reporting and communication with the WCUK team in Jordan and WCH team in Amsterdam will be conducted in English.

· A limited of range of settings, both inside and outside will be used. The “instruction videos” will be presented by teachers and / or children and the “tips and tricks” videos by children.

  • Child actors will be commissioned but the film maker as part of this ToR – for the tips and tricks, it can be the same child. The children should speak recognizably Modern Standard Arabic (with a Jordanian accent). WCUK will give final approval of actor choice before filming commences. The adult actors will be provided by WCUK.

  • The quality should be in line with the videos to be watched on a laptop or computer monitor.

  • All final videos should be submitted to WCUK in Amman by 21 February 2017.

4. Scenario example:

This is intended to show an example of the films from the math content: full literacy scripts, which must be adhered to, will be delivered following signature of the contract.

5. Payments:

Payments will be made as 30% advance on contract signature, with 70% on approved submission of the video materials. Equipment for this work must be provided by the consultant. War Child will not provide any.

6. Copyright, patents and other proprietary rights:

Except as is otherwise expressly provided in writing, WCH shall be entitled to all intellectual property and other proprietary rights including, but not limited to, patents, copyrights, and trademarks, with regard to products, processes, inventions, ideas, knowhow, or documents and other materials which the Contractor has developed for WCH under the Contract and which bear a direct relation to or are produced or prepared or collected in consequence of, or during the course of, the performance of the Contract, and the Contractor acknowledges and agrees that such products, documents and other materials constitute works made for hire for the WCH.

To the extent that any such intellectual property or other proprietary rights consist of any intellectual property or other proprietary rights of the Contractor: (i) that pre-existed the performance by the Contractor of its obligations under the Contract, or (ii) that the Contractor may develop or acquire, or may have developed or acquired, independently of the performance of its obligations under the Contract, WCH does not and shall not claim any ownership interest thereto, and the Contractor grants to WCH a perpetual license to use such intellectual property or other proprietary right solely for the purposes of and in accordance with the requirements of the Contract.

The Filmmaking Trainer will work closely with the Communications Officer in Jordan to support on Piloting the Youth Communications Champions components under TTBaC Project.

Purpose of Agreement:

To support on piloting the “Youth Communications Champions” components for TTBaC Project and to give 15 sessions of filmmaking at our sub-partner’s location in Zarqa. The purpose of these sessions is to give the beneficiaries an insight into the world of filmmaking, teaching them about the actual production of films and their role and purpose in communicating important ideas in our societies. In addition, they will learn how to convey an idea or concept using cinematic language and the basics of visual storytelling.

A) Job Specification: Task and responsibilites:

  1. Render 15 sessions on specified date and time on filmmaking for 3 groups of young people in our sub-partner in Zarqa. Outline, deliverables and timeline of sessions will be provided.

  2. Ensure successful deliver of outcomes for each group (15 perosn); at least one-minute film from each;

  3. Responsible of editing at least (one-minute) film as a final product for each group;

  4. Support the Communications Officer in developing training material and working plan for the next cycles for the “Youth Communications Champions” component;

To ensure that all staff, volunteers, activists at Greenpeace Africa are safe and secure by promoting a Security Culture and providing advice, tools and up to date protocols and procedure documents. This is a regional role and requires a lot of work and coordination with all our offices in Africa.

As the Security Advisor, the incumbent will be responsible for:

· Working closely with Regional Country coordinators to ensure security of all GP Africa Staff and volunteers is a priority

· Conducting risk assessment for NVDA from conceptualisation, through to implementation and evaluation.

· Producing, reviewing and updating of all office and project security standard operating procedures (SOPs, Country Assessments and Health & Safety regulations)

Purpose of Post:

We are growing as an organisation, expanding our donor base and our range of programmes in some very challenging settings. We are ambitious about programme quality and we need this role to support the team to deliver on it’s on 3 key pillars:

i) Technical advice and support for programmes implemented by War Child staff and partner on child protection), education (formal and informal) and livelihoods;

ii) Accountability and Transparency to all stakeholders, particularly children; and

iii) Learning and knowledge management through research, evaluations and sharing through web-based applications for global reach.

The Monitoring, Evaluation, Accountability and Learning Advisor‘s role is to revise, refresh and oversee the implementation of a comprehensive and logical MEAL system and strategy which includes innovative M&E approaches, tools, apps and training resources, support the development of logframes for funding proposals and document learning from programme implementation, research studies and evaluation.

You will provide critical support and coach field teams in designing, monitoring and evaluating projects that are inclusive, gender- and conflict-sensitive, using both qualitative and quantitative methodologies and participatory approaches, in acute and post-conflict settings based on international standards and current good practice. You will contribute to developing concept notes and proposals of all programmes and utilise their experience and learning to inform advocacy and policy development as well as improve knowledge management systems at organizational, national and global level.

You will have experience in supporting rapid emergency assessments, developing indicators for child protection, education and / or livelihoods projects, monitoring, conducting research studies using innovative approaches for child protection, education and/or livelihoods responses in complex humanitarian settings, covering the full humanitarian spectrum from rapid onset emergency to longer term development, considering the immediate and longer term needs of all children. This role is UK-based although the role holder will be expected to travel up to 30% of the time to WCUK’s country offices (subject to security considerations), provide programme monitoring and evaluation support, carry out internal evaluations, organize external evaluations and build the capacity of our staff and partner organisations in MEAL.

A) Job Specification: Task and responsibilites:

1)Planning, Designing, Monitoring and Evaluating Programmes (60% of the time)

  • Refresh and implement a comprehensive monitoring system operates across all the country programmes including designing of tools and resources for data collection consistent with project log frames to measure and theories of change
  • Work with Programme Quality Officer and M&E Officers in-country to collect age and gender-specific data, maintain quality assurance of data collected, organise and conduct individual project quantitative and qualitative data collection
  • Lead on compilation, validation and analysis of data collected with triangulation from other sources of data, analyse, document, share widely to inform programme design
  • Revise and oversee the implementation of an Evaluation, Research and Learning Policy, the impact assessment reporting framework with tools and guidance notes
  • Support the country teams in planning of external evaluations including the recruitment of external evaluators, JDs and contracts.
  • Support the development of management response to evaluation, oversee the extraction of learnings, support the design of the feedback workshops and monitor the time-lines on action-plans
  • Advise and support programmes in developing MEAL plans in all donor submissions and reporting by articulating impact, outcomes, targets (outputs), baselines and indicators

2)Knowledge Management, Accountability, Research and Learning (25%)

  • Ensuring proper dissemination of information and knowledge management among relevant stakeholders through intranet and e-learning opportunities
  • Lead and strengthen MEAL Communities of Practice, discussion fora, learning events for cross team learning and sharing to improve quality of programming
  • Ensure the learning from internal and external evaluations is disseminated and incorporated into the development of future projects
  • Facilitate cross-organizational sharing of good practices between field teams and WCI
  • Maintain an up-to-date knowledge of both current, and newly emerging monitoring, evaluation and accountability methods
  • Support the development of child-friendly accountability feedback mechanisms and the analysis and documentation of feedback received from country programmes for learning purposes
  • Support the team in the delivery of learning and reflection workshops and other programmatic learning processes and products (e.g. learning papers, evaluation summaries, discussions on online Communities of Practice)
